On Tuesday, December 30, 2008, offers from the Martinsburg Police Department conducted a prostitution investigation utilizing a confidential informant. During the course of the investigation, the C.I. met with female, later identified as Paulette Keene, and began conversation regarding prices for sexual acts. A short time later, an agreement was established between Ms. Keene and the C.I. in which she would receive currency in exchange for performing a sexual act. A short time later, Ms. Keene was taken into custody at War Memorial Park.

Drug Arrest
On Tuesday, December 30, 2008, the Martinsburg Police Department conducted a controlled purchase of narcotics utilizing a confidential informant. During the course of the controlled purchase, the C.I. met with a subject, later identified as Timothy Butts, and received Oxycodone medication, a scheduled II controlled substance. Mr. Butts was taken into custody in the area of Winchester Avenue and Wilson Street without incident.

Parking Meter Thefts
The Martinsburg Police Department is seeking the community’s assistance in solving a rash of vandalism and Grand Larceny thefts that has occurred to the Municipal Parking Meters within the city limits.
It appears that through the evening and early morning hours from December 16th through December 22nd 2008 there were approximately thirteen (13) parking meters which were damaged and their coin boxes and content taken. In some instances the entire meter and resting pole were also stolen.
These areas include the 200 block of East King Street, the area of Water and East King Street, the Gaston Caperton Train Station parking lot, and the parking lot area of the Martinsburg Public Library.
Martinsburg Police are making increased area patrols in these locations and are also reviewing video surveillance of these areas.
Anyone with information regarding these thefts and or the identity of said suspect (s) is urged to call the Martinsburg Police Department at 304 264 2100 and or Berkeley County Crime Solvers at 304 267 4999 a monetary reward will be paid for information leading to the recovery of the stolen parking meters and or the arrest of said suspect (s)

Attempted Armed Robbery
On Wednesday, December 17, 2008 at approximately 10:45 p.m. the Martinsburg Police Department responded to Domino’s Pizza located at 1002 Winchester Avenue following an Attempted Armed Robbery. Employees at the business informed responding officers that a black male wearing a black coat, blue jeans and white shoes entered the business, brandished a knife and demanded money. The suspect leaned over the counter, grabbed one of the employees and held the knife to his throat resulting in a minor injury to the employee. After the suspect was unable to obtain money he left the business. A medic unit from the Martinsburg Fire Department was summoned to the scene but the victim declined medical treatment. Officers and a K-9 unit searched the area but were unable to locate the suspect.
Additional descriptors of the suspect are 6’02”, 180 lbs. and short black hair. The suspect was captured on the business surveillance video wearing a Baltimore Orioles ball cap and a Bud Light towel concealing his face. Drug Arrests
On Saturday December 13th 2008 at 5:50 PM Martinsburg Police arrested two individuals on drug charges while in the 500 block of West Race Street Martinsburg WV.
It is alleged in the complaints for warrants that Ptlm. Derek English observed and encountered two individuals frequenting a residence located on English Street in which several complaints had been generated for possible drug activity.
During his encounter and investigation a quantity of illegal controlled substances were located upon their person and a sum of money.
Both individuals were arrested and brought to the police department. Once at the police department a more concise inventory of the controlled substances was determined.
One of the individuals had in his possession a plastic bag that contained approximately 10 individually packaged bags of suspected powder cocaine, 10 individually wrapped suspected ecstasy pills and 150 individually packaged bags of suspected crack cocaine.
The other suspect had several bundles of cash upon his person that were in denominations and stacks consistent with that of drug trafficking.
Suspect #1 Christopher Michael Roof DOB 9 6 77 of 510 Lake Michelle Ct. Stone Mountain Georgia, was charged with possession with intent to deliver powder cocaine, crack cocaine and ecstasy pills and conspiracy to deliver controlled substances.

Breaking and Entering
On Friday, December 12, 2008, Ptlm. M. Jones responded to the Church of the Bible Covenant, located at 706 Sheridan Avenue, Martinsburg, in reference to a Breaking and Entering that had occurred. Upon investigation, it was learned that the building had sustained property damage and that audio equipment was stolen. Search Warrant - Arrests
On Monday, December 8, 2008, the Eastern Panhandle Drug and Violent Crime Task Force, along with the Martinsburg Police Department Special Response Team, executed a search warrant at 110 South Kentucky Avenue, Martinsburg WV, in regards to an ongoing drug investigation. The Special Response Team was utilized to make forced entry into the residence, which resulted in 3 subjects fleeing the residence out of a back door.
Task Force officers were stationed to the rear of the residence and encounter two male subjects fleeing while brandishing each a .357 handgun. Both subjects were taken into custody and identified as Lateef McGann and Jesse Jarvis. Upon searching Mr. McGann, a quantity of crack cocaine was located on his person, which resulted in him being charged with Possession with intent to distribute crack cocaine. Mr. Jarvis was determined to be a convicted felon and was charged with being a convicted felon in possession of a firearm. A female identified as Shaina Jarvis also fled out of the back of the residence and was charged with Obstruction.
Also charged with Obstruction in the incident was Bernadino Perez, who refused to comply with police commands upon entry into the residence.
A search of the residence yielded a sawed off shotgun, 2 other shotguns and a third handgun. In total, 6 firearms were seized from the residence and its occupants.
All subjects arrested were taken to the Eastern Regional Jail to await arraignment.

Destruction of Property
On Saturday, November 29, 2008 at 1412 hours, the Martinsburg Police Dept responded to 610 South Raleigh Street for a report of several juveniles around the house holding bricks. Upon arriving at the scene, Officers saw two rear windows of the residence broken out and a brick on the inside. While at the residence, Martinsburg Police received a separate call of juveniles in the area of Boydville with golf clubs. Cpl. Funkhouser and Ptlm. Somers responded to Boydville from Raleigh Street and located 5 juveniles in the back of an old ambulance with golf clubs.
After speaking with the juveniles, it was discovered that they were responsible for breaking out the window at 610 South Raleigh Street and they had also broken out some windows to a greenhouse at Boydville. Further investigation revealed that some of the juveniles were also responsible for damages caused to a vehicle to the rear of 639 South Raleigh Street which was reported on Friday as well as damages caused to a vehicle at Martinsburg Concrete on Saturday.
This investigation is ongoing as the Police believe that the juveniles may be responsible for other similar incidents. Anyone with any further information about these incidents or other similar incidents should contact the Martinsburg Police Dept at 304-264-2100.

Shots Fired
On Sunday, December 07, 2008, at 0015 hours, the Martinsburg Police Dept responded to 103 Ramer Court for a report of shots fired. Four subjects were standing outside 103 Ramer Court when two subjects walked past the residence and began a verbal confrontation. Both sides exchanged words and then one of the subjects that was walking past the residence pulled a gun and fired several rounds at the four victims. None of the victims were shot, but some of the bullets struck a neighbors house at 105 Ramer Court. There were several people inside the residence, but no one was injured.
The first suspect was described as dark skinned black male wearing dark clothing and the second was either a light skinned black male or possibly a white male wearing dark clothing. The subjects fled the area on foot toward Franklin Manor.

Drug Arrest
On Thursday, December 4, 2008, Det. Lt. G.B. Swartwood, Det.S.F. Doyle, Ptlm. D. English and Ptlm. J. Luciano conducted a controlled purchase of narcotics utilizing a confidential informant. During the course of the investigation, a C.I. met with an unknown female and conducted a transaction in the 100 block of Pennsylvania Avenue, in which the female provided crack cocaine to the informant in exchange for currency. A short time later, the female was taken into custody and identified as Elizabeth Sarah Miller. Ms. Miller was charged with Delivery of a Controlled Substance and was taken to the Eastern Regional Jail to await arraignment.

Scam / Theft
On Wednesday, December 3, 2008 at 3:15 p.m. the Martinsburg Police Department responded to the 200 block of North Georgia Avenue regarding a complaint of a larceny.
The investigation revealed that a white male approached the back door to a residence and asked the female homeowner if she needed her driveway paved. After the homeowner told the individual no he then asked to use the bathroom. The homeowner allowed this individual in to use the bathroom. As the homeowner was escorting the male to the bathroom another white male entered her residence through the same back door. He asked to use the bathroom also. The homeowner refused the second request and escorted the individual back outside. After the first male finished using the bathroom the individuals left. The homeowner subsequently noticed that her wallet she had on the table was missing.
The investigation revealed the suspects are three (3) white males in their late thirties and were driving a late nineties model Chevrolet pickup truck. Credit cards and an undisclosed amount of cash were stolen in this incident. The Martinsburg Police Department wants to remind citizens to be suspicious of any unexpected visits from individuals wanting to do work and to refrain from allowing individuals with whom they are not familiar to enter their residence.
