Martinsburg police officer Ptlm. D. English arrested an individual for possession with intent to deliver a controlled substance (Heroin) in the 200 Block of Winchester Ave. on Wednesday September 17th 2008. It is alleged that Ptlm. English spoke to this person after observing him yelling at a female.
It is alleged that during his investigation several small pieces of straw which were separated into two bundles, were discovered in a cigarette pack in the subject’s possession which contained Heroin. This individual was arrested and brought to the Martinsburg Police Department for processing. He was later transported to the Eastern Regional Jail for later arraignment by a State Magistrate.
