Delivery of Controlled Substance

On Thursday, March 19, 2009, the Martinsburg Police Department conducted a narcotics investigation utilizing a confidential informant. During the course of the investigation, the C.I. met with an unknown individual and arrangements were made to purchase marijuana. The unknown male was provided with currency from the C.I. and left for a brief period of time. Upon his return, the unknown male provided purchased marijuana to the C.I. A short time later, officers attempted to apprehend the suspect and a brief struggle ensued resulting in a taser being utilized. Officers were then able to place the suspect into custody and identify him as Donte Watson. Mr. Watson was arrested, charged with Delivery of a Controlled Substance and Obstructing and then was taken to the Eastern Regional Jail to await arraignment.

Conspiracy to Deliver Crack Cocaine

On Thursday, March 19, 2009, the Martinsburg Police Department conducted a narcotics investigation utilizing a confidential informant. During the course of the investigation, the C.I. met with an individual and arrangements were made to purchase crack cocaine. A short time later, the individual was taken into custody and charged with Conspiracy to Deliver Crack Cocaine. The individual was identified as Carl Jackson. Mr. Jackson was arrested and then taken to the Eastern Regional Jail to await arraignment.

Poss with the Intent to Deliver

On Thursday, March 19, 2009, Pfc. Q.D. Burner, School Resource Officer for the Martinsburg High School, arrested a 17 year old male on possession with intent to deliver a controlled substance charge. On that date, Pfc. Burner and school authorities were notified that a student had marijuana on his person. The student was removed from class and a search of his person revealed 7 individual bags of marijuana. The student was then arrested, charged with possession with intent to deliver a controlled substance and was later released to his parents.

Malicious Wounding Arrest

On Saturday, March 14, 2009 at 6:43 p.m. the Martinsburg Police Department received a complaint of an individual attempting to get into several vehicles on Foxcroft Avenue. A description of the individual was provided and the male suspect was located by officers in the 1000 block of Foxcroft Avenue.

As officers were investigating the complaint information was received from City Hospital that a stabbing victim was being treated in the emergency room as a result of an incident which had occurred in the 1000 block of Foxcroft Avenue. It was subsequently determined the aforementioned complaints were connected.

The investigation revealed that an individual identified as Nicholas James Hall, 18 years of age, of 607 South Raleigh Street, Martinsburg, became involved in an altercation with another male individual in the 1000 block of Foxcroft Avenue. As the altercation escalated Hall stabbed the victim, Stephan Christian, 38 years of age, of Martinsburg, twice in the neck. The injuries are non-life threatening. Information obtained during the course of the investigation suggests the altercation may have originated from an argument about Christian questioning Hall if he had struck a female. Hall was found to be in possession of a sheath and a knife was found at the scene. The suspect admitted he had stabbed the victim. Hall was arrested at the scene and subsequently taken to the Eastern Regional Jail to await arraignment by a Berkeley County Magistrate on a felony charge of Malicious Wounding.
On Thursday, March 12, 2009, the Martinsburg Police Department conducted a controlled purchase for narcotics utilizing a confidential informant. During the incident an arrangement was made between the informant and an unknown male to conduct a transaction of crack cocaine for currency. The C.I. traveled to a predetermined location in Martinsburg and waited for the unknown male to arrive. A short time later, a vehicle later determined to contain the suspected dealer was observed circling the parking lot. The vehicle and it’s occupants then met with the confidential informant and officers converged on the area before the transaction could take place. The suspected dealer was taken into custody and identified as John Griggs. Upon arresting Mr. Griggs, he was found to have approximately 3.7grams of crack cocaine in his pocket and mouth, which were packaged for distribution. The driver of the vehicle, Francis Burkhart, was also taken into custody without incident. Both Mr. Griggs and Mr. Burkhart were charged with Possession with Intent to Deliver Crack Cocaine and Conspiracy to Deliver Crack Cocaine. They were then taken to the Eastern Regional Jail to await arraignment.

Prostitution Arrest

On Thursday, March 12, 2009, the Martinsburg Police Department conducted an investigation into prostitution within the city limits of Martinsburg. During the course of the investigations, a confidential informant was able to arrange a transaction with an unidentified female in which currency would be exchanged for sexual favors. Upon the agreement of the transaction, officers took the female into custody. The female was determined to be Crystal Donovan, who was charged with 3rd Offense Prostitution. Ms. Donovan was taken to the Eastern Regional Jail to await arraignment.

Juvenile Arrests for Break-Ins

On Friday, March 06, 2009, Martinsburg City Police file charges against 3 juveniles in connection with the breaking and entering and destruction of property occurring at the Boys and Girls Club, located at 105 West John Street, Martinsburg WV. The incident occurred on January 31, 2009, in which the Boys and Girls Club was broken into and vandalized. The incident was investigated by detectives and the Martinsburg High School resource officer. Charges of Breaking and Entering, Destruction of Property and Conspiracy to commit Destruction of Property were brought against the three juveniles after a thorough investigation.

The juveniles, two 13 year old males and a 16 year old male, have had charges filed against them through the Berkeley County Prosecutor’s Office.

Delivery of Crack Cocaine Arrest

On Thursday, March 5, 2009, members from the Martinsburg Police Department conducted a controlled purchase of narcotics utilizing a confidential informant. During the course of the investigations, it is alleged that a confidential informant purchased crack cocaine from an unknown subject. Following the transaction, officers were able to take the subject into custody without incident. The subject was identified as Darryl Johnson, who was charged with delivery of crack cocaine.

Mr. Johnson was taken to the Martinsburg Police Department for processing and was later taken to the Eastern Regional Jail to await arraignment. This arrest is part of an ongoing investigation into drug trafficking within the Martinsburg area.

Delivery of Cocaine Arrest

On Thursday, March 5, 2009, the Martinsburg Police Department’s Special Response Team (SRT) executed a search warrant at 725 Winchester Avenue, Martinsburg WV. The search warrant was obtained by members of the Eastern Panhandle Drug and Violent Crime Task Force in conjunction with an ongoing investigation with the ATF. All of the aforementioned agencies were present during the execution of the search warrant.

Arrested during the search warrant was Dwaine Wayne Feaster of 725 Winchester Avenue, Mtsg, who was taken into custody on an outstanding Delivery of Cocaine warrant. Mr. Feaster was taken to the Martinsburg Police Department for processing and was taken to the Eastern Regional Jail to await arraignment.

Kidnapping / Sexual Assault Arrest

On 03/05/09 Patrolwoman Barrett of the Martinsburg Police Department arrested Russell Coates on charges of Kidnapping and 1st Degree Sexual Assault, from an incident occurring on 03/04/09. It is alleged that on the previous day, that an 18 year old female had entered Mr. Coates’ residence located at 621 Virginia Avenue, Martinsburg WV and was held against her will for several hours. During the several hours, it is alleged that sexual acts were forced upon the victim. The female eventually managed to leave the residence and went to City Hospital for treatment, where police were notified.

Patrolwoman Barrett was able to gather information from the victim regarding the allegations and was able to obtain the aforementioned warrants of arrest for Mr. Coates. On this date, officers from the Martinsburg Police Department also executed a search warrant at Mr. Coates’ residence, 621 Virginia Avenue and were able to locate him in the residence. Initially Mr. Coates would not answer the door, which resulted in a forced entry style search warrant.

Mr. Coates was arrested on the charges and was arraigned by a Berkeley County Magistrate.

Juvenile Fugitive Arrest

On March 4, 2009 the Martinsburg Police Department arrested a 16 year old female student at the Martinsburg High School who was wanted as a fugitive from justice. The female was sought in regards to charges stemming from a robbery occurring in Washington County Maryland on February 23, 2009. The 16 year old female was arrested on the charge and was detained in a local facility. This investigation was in conjunction with investigations by the Washington County and Berkeley County Sheriff’s Departments.

Fugitive from Justice Arrest

On March 4, 2009 at 1 AM Cpl. Usack of the Martinsburg Police Dept had information that a Fugitive from Justice from Montgomery County Md., who was wanted for Failing to Appear on the Charge of Cocaine Possession was staying at 121 N. Spring St in Martinsburg.

He went to that address and located the Fugitive and placed him under arrest. He was taken to the Eastern Regional Jail to await arraignment by a State Magistrate.
